Subset of proposals selected for discussions based on initial ratings and likelihood of award.

The competitive range consists of the most highly rated proposals that remain in contention after initial evaluation. Agencies
may limit the range to proposals with a reasonable chance of award, thereby focusing discussions and reducing administrative
burden. Offerors excluded from the range are notified and may seek debriefings. For those included, discussions address
deficiencies, significant weaknesses, and adverse past performance to allow meaningful proposal revisions. Understanding how
competitive ranges are established helps teams prioritize corrective actions for the Final Proposal Revision phase.
