IDIQs are used when the government cannot predetermine, above a specified minimum, the precise quantities of supplies or services it will need during the contract period. They often set a maximum – e.g., “up to $X in task orders” or “up to Y deliveries” – and the government issues delivery/task orders under the contract as needs arise.
