evaluation factors in Section M and the instructions in Section L, using headings and numbering that mirror the solicitation for
ease of evaluation. Risk identification and mitigation strategies are essential, as are compliance with standards (e.g., ISO,
NIST) where applicable. Diagrams, schedules, and responsibility matrices clarify complex interactions. The Technical Volume
should integrate with the Management and Price Volumes to present a coherent, achievable solution.
