OASIS+ Enters Phase II: What Contractors Need to Know Heading Into 2026

The OASIS+ contract vehicle is officially entering its next chapter. In January 2026, the General Services Administration (GSA) will launch Phase II, reopening all OASIS+ solicitations under a continuously open, rolling-award model and expanding the vehicle from 8 to 13 professional services domains.

Translation: if Phase I felt like a “missed the train” moment for some firms, Phase II is GSA reopening the doors and adding a few more cars.

Current Status and Phase II Update

GSA plans to reopen all six OASIS+ solicitations (Unrestricted, Total Small Business, 8(a), WOSB, HUBZone, and SDVOSB) on or about January 12, 2026. Unlike Phase I, Phase II will operate under a continuously open solicitation model, allowing vendors to submit offers and pursue additional domains on an ongoing basis rather than waiting for a single, high-pressure submission window.

To prepare industry, GSA released a pre-Amendment notice (Amendment 0008) in mid-December 2025 along with draft domain qualification scorecards. These drafts give offerors early visibility into how GSA plans to evaluate experience, past performance, and qualifications across all domains in Phase II.

Expanded Scope: From 8 to 13 Domains

Phase I of OASIS+ covered eight professional services domains. Phase II adds five new domains, bringing the total to 13. This expansion supports GSA’s broader goal of consolidating non-IT professional services buying under a single, scalable IDIQ vehicle.

For contractors, this means:

  • More opportunities to align niche capabilities to specific domains
  • More competition as on-ramping lowers barriers to entry

Continuous On-Ramping and Rolling Awards

One of the most consequential shifts in Phase II is GSA’s confirmation that OASIS+ will remain continuously open. This enables:

  • New vendors to on-ramp at any time
  • Existing awardees to pursue additional domains when eligible
  • Rolling awards rather than batch-based decisions

January 12, 2026 effectively serves as the Phase II on-ramp opening date, particularly for firms that either missed Phase I or want to expand into the newly added domains.

Protests, Awards, and the Ordering Environment

Earlier pre-award protests, particularly impacting small business awards, have now been resolved. This clears the path for:

  • Phase I Notices to Proceed
  • Continued downstream task order activity

GSA has also clarified that because OASIS+ is a civilian IDIQ, the GAO protest threshold for task orders is generally $10 million under FAR 16.505. That’s an important detail for contractors weighing protest risk and competitive strategy at the order level.

Draft Scorecards: Planning Tool, Not Gospel

The draft J.P-1 Domain Qualifications Matrix and Scorecards released in December 2025 lay out point-based qualification criteria across all 13 domains and all six solicitations. They are explicitly labeled draft and may change when Amendment 0008 is finalized in January 2026.

GSA is currently accepting domain- and scorecard-specific questions through a dedicated intake channel, signaling that industry feedback may influence the final scoring structure.

Existing OASIS+ awardees should also note: a bilateral contract modification will be required by January 12, 2026 to add the new domains and regulatory updates before pursuing additional domains under Phase II.
