Sam Le

Sam Le is the Managing Member of Sam Le Law in Fairfax, Virginia, where he advises clients on complex federal procurement regulations with a focus on SBA programs and FAR Part 19. As a former career member of the Federal senior executive service, Mr. Le is one of only two people to have ever served as SBA’s director of procurement policy. In this role, he was a principal drafter of the government’s small business contracting regulations. His extensive litigation experience includes 55 published SBA OHA appeals, 42 published GAO bid protests, and victories at the Federal Circuit. He currently co-chairs the American Bar Association’s Small Business Committee and is admitted to practice in Virginia and the District of Columbia.
