Discussions, by contrast, are formal negotiations with offerors in the competitive range that address deficiencies and significant
weaknesses and allow proposal revisions. Misclassifying exchanges can raise protest risk. Agencies must maintain fairness by
providing all offerors in discussions a meaningful opportunity to revise. Contractors should respond precisely to evaluation notices,
track changes, and verify that revisions remain consistent across volumes. Understanding the boundary between clarifications and
discussions helps teams manage risk and expectations during the procurement.
