Cost-Plus-Incentive-Fee (CPIF)

A cost-reimbursement contract where the fee varies by formula based on how actual costs compare with target costs.

A cost-reimbursement contract type under which the Government reimburses the contractor for all allowable, allocable, and reasonable costs incurred in performing the contract, together with an incentive fee that varies according to a predetermined formula. The formula typically compares actual costs with target costs and adjusts the contractor’s fee based on cost savings or overruns, encouraging efficient cost control while sharing financial risk between the Government and the contractor. CPIF contracts are commonly used where cost uncertainty exists but measurable performance incentives can motivate improved outcomes. Contractors bidding for CPIF opportunities should understand the target cost, target fee, share ratio, and ceiling arrangements, as these directly affect profitability and pricing strategy throughout contract performance.
