and oversight mechanisms—often through a Quality Assurance Surveillance Plan (QASP)—and contractors propose performance metrics,
staffing concepts, and management controls to achieve them. PWS-based acquisitions align with performance-based service acquisition
principles and can be used across diverse service categories, from IT operations to facilities management. For offerors, a PWS
requires a solution narrative that links methods to outcomes and demonstrates risk mitigation. For agencies, it simplifies oversight
