A Statement of Objectives (SOO) articulates high-level outcomes and constraints instead of a detailed scope. Agencies issue a SOO
when they want industry to propose the specific tasks, performance metrics, and management approaches that will best achieve the
objectives. Offerors respond by developing their own SOW or PWS tied to the SOO, plus a performance measurement framework and
risk controls. This shifts solutioning responsibility to the contractor and can increase innovation, competition, and ownership.
For proposal teams, SOOs necessitate strong systems engineering and solution architecture, as the bidder must translate objectives
into an implementable work plan, schedule, and staffing model. Evaluations focus on how well the proposed solution meets or exceeds
the stated objectives, feasibility, and risk mitigation. SOOs can shorten government drafting time and result in better-aligned,
performance-focused contracts when managed effectively.
