information in a solicitation. Agencies typically provide a deadline and a format for submitting questions and may publish
consolidated answers to all vendors to maintain fairness. Effective questions cite specific sections and line numbers, propose
suggested language when appropriate, and focus on enabling a compliant, accurate response—not on competitive strategy. Answers
may result in amendments if changes are required. Proposal teams should incorporate Q&A outcomes into compliance matrices,
solution design, and cost models. Misinterpreting silent or ambiguous areas is risky; if a question is warranted and permitted,
asking it can reduce protest risk later by showing diligence and seeking clarity.
