A Draft RFP (DRFP) is an advance version of a solicitation released to gather industry feedback on scope, requirements, and
evaluation approach. It helps agencies validate feasibility, refine instructions, and reduce protest risk. Contractors analyze
DRFPs to shape strategy, identify teaming gaps, and submit constructive comments or questions. Because DRFPs can change materially
before final release, capture teams use them to prepare without overcommitting resources. Monitoring DRFP timelines and responding
with targeted feedback can improve alignment between the final RFP and market capabilities. DRFPs are especially common for large,
complex procurements and IDIQ vehicles.
