A solicitation is the official request issued by a buyer to obtain offers from vendors. In federal procurement, solicitations are
published on SAM.gov and may be labeled as RFPs, RFQs, or IFBs depending on method. The solicitation package includes scope and
technical requirements, contract terms, proposal instructions, evaluation factors, submission deadlines, and question procedures.
Amendments may be issued to clarify or change requirements. Offerors must monitor and acknowledge all amendments to remain compliant.
Critical elements include Sections C (work statement), L (instructions), and M (evaluation). Failure to follow Section L or respond
to all Section M criteria often results in rejection. Many solicitations require multiple volumes and specific formats (page limits,
fonts, file naming). The solicitation governs the acquisition; consequently, capture and proposal teams use it as the single source
of truth for compliance and traceability. After evaluation, the government may conduct clarifications or discussions before award.
