Alliant 3 is GSA's unrestricted governmentwide acquisition contract (GWAC) for IT services: a multiple-award, indefinite-delivery, indefinite-quantity vehicle for integrated IT services-based solutions, available to all federal agencies and the successor to Alliant 2. GSA announced the first 43 awards in February 2026, issued the Notice to Proceed on March 10, 2026, and has said it intends to complete further phases toward a pool of 76 contractors. The four terms that shape every Alliant 3 bid
Read past Section C and the vehicle stops looking like a hunting licence. These are the provisions that decide how you price, who you team with, and whether you keep your seat.
Small business subcontracting is scored too. Other-than-small holders carry goals of 50% of subcontracted dollars to small business overall, with 15% SDB, 7% VOSB, 7% WOSB, 6% SDVOSB and 5% HUBZone inside that total.
The number you have to hit every year
Alliant 3 is a performance-based acquisition, and Contractor Engagement is a rated element in your CPAR. Production is cumulative total dollar value of task orders awarded, counted from the Notice to Proceed. Participation resets to zero every contract year.
Proposal counts fall when the market is thin: the requirement is three proposals or 10% of available opportunities, whichever is lower, with reduced minimums when fewer than 30 opportunities are competed in a year. Miss the combination badly enough and the remedy is a deficiency notice, a corrective action plan, and ultimately termination for default.
What you can and cannot sell through it
Scope is anchored to the Federal Enterprise Architecture and DoD IEA reference models rather than a fixed task-area list, on an explicit "Anything IT Anywhere" philosophy, so the definition of IT moves with the models over the life of the contract.
Construction, clerical support and similar work is in scope only where it is integral and necessary to an IT solution, and only under a separate CLIN.

What is the Alliant 3 ceiling?
There is no maximum dollar ceiling on the master contract or on individual task orders, as authorized by CD-2022-08, and an unlimited number of task orders may be placed. The minimum contract guarantee is $2,500 per Alliant 3 base contract for the full term.

What are the Contractor Engagement standards?
Alliant 3 is a performance-based acquisition. Holders must submit three task order proposals per contract year after year one, and meet a cumulative production standard that rises from $3 million in year two to $55 million in year ten. Missing the combination leads to a marginal or unsatisfactory CPAR rating and can end in termination for default.
When is the next Alliant 3 on-ramp?
On-ramps are planned for master contract years three and six, though GSA reserves the right to defer them. An on-ramp is a full and open competition under FAR Part 15 to replenish the pool toward 76 contractors, and firms off-ramped for nonperformance within two years of the solicitation date are ineligible to re-enter.
