Polaris GWAC Small Business Pool: Where It Stands Now
GSA’s no-ceiling, 10-year small business IT vehicle has 102 SB Pool awardees, a court order freezing new awards, and a 124-page RFP that still governs every task order.
Polaris is a GSA governmentwide acquisition contract (GWAC): a multiple-award IDIQ for customized IT services and IT services-based solutions, set aside entirely for small businesses. The Small Business Pool (RFP 47QTCB22R0001) sits alongside separate Women-Owned, HUBZone and Service-Disabled Veteran-Owned pools. Its scope pairs seven core performance areas with six named emerging technologies, from quantum computing to immersive tech. Task orders can be fixed-price, cost-reimbursement, incentive, time-and-materials or labor-hour, mixed across CLINs, with performance-based firm-fixed-price preferred. GSA designed it to replace Alliant 2 Small Business, but four years of protests have made it one of the most litigated vehicles in federal IT.

What happened, and when
The purple row is still open. For anything more recent, check official sources.
Four pools, one program
Each pool is a separate solicitation and a separate contract, but the scope, scoring table and terms are near-identical. The SB Pool is the largest and the one still in court.
What the RFP actually says
The terms that matter most when you are pricing, staffing or protesting a Polaris task order, pulled straight from Amendment 0006.
Where to find official information
The court opinion is sealed and GSA’s corrective action is still unfolding. Go to primary sources rather than secondhand summaries.
How VisibleThread helps from here
If you hold a Polaris seat, every task order will inherit 124 pages of master contract terms, and on a no-ceiling vehicle with cost-reimbursement and incentive orders in play, the liability, IP and termination language matters as much as the PWS. If you are waiting on corrective action, your proposal and its self-scoring evidence may be re-examined line by line.
VisibleThread shreds solicitations like Polaris into structured compliance matrices in minutes, flags contract risk terms by category, and compares amendments paragraph by paragraph. It is deterministic, explainable AI: every flag traces back to a specific sentence in the source document, which is exactly what you want when a court is weighing how evaluation criteria were applied.

Five years from Notice to Proceed, with one five-year option for a cumulative 10 years. Task orders may run up to five years beyond the end of the master contract.

No. There is no maximum dollar ceiling for the master contract or for individual task orders. The minimum guarantee is $2,500 per master contract.
How were Polaris awards decided?
Awards went to the Highest Technically Rated Qualifying Offerors based on a self-scoring table in Section M.6. Cost and price were not evaluated at the master contract level.
What task order types does Polaris allow?
Fixed-price, cost-reimbursement, incentive, time-and-materials and labor-hour task orders, alone or combined across CLINs. Performance-based firm-fixed-price orders are preferred.
