$24BRTX (Raytheon), U.S. Navy. Five-year multiyear contract, with two option years, to produce Standard Missile-6 interceptors (Oct. 1). It builds on a February agreement with DoW to push SM-6 output past 500 a year.
The king of missiles keeps building in the “Arsenal of Freedom,” as it is dubbed. This follows the $20.7B AMRAAM deal in late September, and the Missile Defense Agency added a $6.34B SM-3 Block IB award on Oct. 8. DoW is trading long-term volume certainty for capacity investment.Sources: Defense News, ExecutiveGov, DoW contracts, Oct. 8
$8BRaytheon, Air Force Nuclear Weapons Center. Maximum-ceiling IDIQ for terminal modernization and production restart of Strategic Communications Terminals (Oct. 13).
Oops, they did it again. Raytheon strikes with a win in nuclear command, control and communications, one of the more budget-insulated lines in the portfolio, and a production restart says DoW is re-buying a known terminal rather than opening the door to a new design. The Air Force Nuclear Weapons Center was busy this month; see the Accenture Federal Services award below.Source: DoW contracts, Oct. 13
$2.9BAnduril Industries, U.S. Navy. Contract to build Arsenal-2, a 187-acre shipyard in Baltimore County, Maryland, that will make Virginia-class submarine components including torpedo tubes. Anduril is adding $3.7B of its own investment, and the government will hold roughly a 40% stake.
This fits Anduril’s push to become a pre-eminent defense contractor by burying itself deeper in the defense industrial base; it bought underwater modem maker Popoto Modem the same week. The government equity stake is a structure worth watching because it blurs the line between customer and co-owner. Is this new? No, it certainly is not. How does this impact government decision making? We will see how this steers funding to Anduril over its competition.Sources: DoW, DefenseScoop, Defense One
$1.8BAnduril Industries, U.S. Army. Contract worth up to $1.8B over five years to expand Next Generation Command and Control (NGC2) beyond its initial pilot units.
NGC2 is becoming an ecosystem with Anduril as integrator; Shift5 ($99M, which joined NGC2 through Anduril), Air ($200M) and Striveworks all booked NGC2-related work this month. For firms wanting in, the path increasingly runs through teaming rather than a separate prime competition.Sources: DefenseScoop, DoW contracts, Oct. 14
$700MStriveworks, U.S. Army. The Army raised its enterprise agreement for Striveworks’ AI operations software tenfold, from $70M to $700M over five years, including scaling its Chariot platform for NGC2.
The Army hit the original ceiling within six months, a demand signal for the model-management layer rather than the models themselves. Striveworks took a Washington Harbour-led growth investment in March, so this is also an early validation point for that thesis.Source: Defense Daily
$333MHII (Enlighten IT Consulting), U.S. Air Force. Firm-fixed-price award through the Tradewinds Solutions Marketplace for Joint Cyber Warfighting Architecture data edge analytics, storage and transport within the Integrated Defensive Cyber System. Work runs through September 2032.
HII Mission Technologies keeps expanding its cyber and data business. A $300M-plus award from a seven-competitor field through a commercial solutions marketplace is no longer an outlier, and primes are learning to use that path. Better yet this is a CSO which shows some more traction for some flexible contracting approaches away from heavily prescribed historical norms. We like it.Sources: DoW contracts, Oct. 19, GovConWire
$318MLeidos, Defense Health Agency. Sole-source bridge contract for MHS GENESIS system reintegration, software licensing and hosting, as DHA moves away from its current lead integrator model.
The bridge keeps the EHR running while the work is restructured. Leidos keeps the revenue for now, but how long does this cash cow continue to moo?Sources: DoW contracts, Oct. 13, GovConWire
$281MCACI International, NSWC Crane. Task order to advance electromagnetic warfare capabilities for DoW.
Consistent with CACI’s long-running investment in spectrum technology as the core of its differentiation story. NSWC Crane remains a key buying center for EW work. Competition at NSWC Crane has typically been dominated by a few primes. Winning there isn’t easy.Source: GovConWire
$228MAccenture Federal Services, Air Force Nuclear Weapons Center. Sole-source $151M task order, with a $228M ceiling, under GSA Alliant 2 for ICBM FENCES engineering, development, security and operations at Hill Air Force Base, through June 2030.
This is uncharacteristic territory for Accenture Federal Services, better known for enterprise IT and cloud than for the ICBM enterprise. This shows its continued push into the defense market, specifically into mission system work. You better watch out. AFS is coming to town with a rebuilt capture team.Source: DoW contracts, Oct. 27
$200MDeloitte, Department of Veterans Affairs. Identity, credential and access management (ICAM) task order worth up to $200M under Alliant 2, with an initial obligation of $42M.
Identity is the front door to zero trust, and VA is consolidating that work. Deloitte already holds a VA enterprise ICAM transformation order, so the firm now sits on both the strategy and execution sides of VA identity. Deloitte beat seven competitors to win this one.Source: ID Tech Wire

$3.45BLockheed Martin completes acquisition of Ultra Maritime. Sonar, sonobuoys and torpedo defense, now part of Rotary and Mission Systems. The seller was Cobham Ultra, a portfolio company of private equity firm Advent International, which invested in 2022.
Advent’s exit to a strategic after turning around an underinvested unit is a familiar PE play in defense subsystems. Lockheed Martin gets exportable ASW sensing, plus Ultra Maritime’s existing autonomy partnerships with Anduril Industries and General Atomics.Sources: GovConWire, Baird Maritime
$1.3BIonQ to acquire Elisity. IonQ (public) is buying the privately held zero trust firm in an all-stock deal including up to $150M in earnouts, expected to close in Q4.

$660MMaximus to acquire Agile Defense. Adds about 1,100 cleared staff and its Agile Labs R&D unit. The seller is Enlightenment Capital (private equity), which bought Agile Defense and built it into what it is today through add-on M&A.
Consistent with Maximus’ stated defense push since standing up a growth team in 2024; buying a cleared workforce is faster than building one. For Enlightenment Capital, it is a combine-then-sell exit. FedSavvy Strategies may have an opinion on this, too.Sources: Washington Technology, SEC 8-K, FedSavvy Strategies
$650MTTM Technologies to buy Ophir Optics from MKS Inc. (public), for cash.

$461MArlington Capital Partners completes take-private of Gooch & Housego. The AIM-listed photonics maker was acquired on Oct. 16 through Arlington’s Fund VII.
Gooch & Housego’s defense revenue grew about 52% year over year in the first half of 2026. Arlington is betting on optics and photonics as a constrained component layer for lasers, drone optics and guidance.Sources: Kirkland & Ellis, Tectonic
UndisclosedBlackstone launches Falcata. The private equity firm combined TSC and Applied Systems Engineering into one platform for interceptor technology: seekers, guidance electronics, GPS-denied navigation and control actuation.

UndisclosedAntenna Research Associates merges with Empower RF Systems. ARA, an OceanSound Partners (private equity) portfolio company, pairs antennas and apertures with high-power solid-state amplifiers from HF through X-band.
The combined company targets counter-UAS, EW, SATCOM ground and radar, where buyers increasingly want aperture and amplifier engineered together rather than sourced separately.Source: ARA

$1.5BWolfspeed. The DoW Office of Strategic Capital (OSC) issued a conditional loan commitment to the public U.S. maker of silicon carbide wafers and gallium nitride semiconductors used in directed energy, EW, radar and missile defense.
A large amount for OSC, and notable that it used a loan rather than the equity stakes DoW has favored lately.Source: DoW
$250MXona Space Systems. Series D at a $2.45B valuation, led by Future Ventures, bringing total funding past $570M. The private, venture-backed company launched six Pulsar positioning satellites days earlier and plans commercial service in 2027.
GPS resilience is a developing theme this month, from Falcata’s GPS-denied navigation to drone navigation partnerships; investors are funding the commercial alternative.Source: SatNews
$150MPsiQuantum. The Office of Strategic Capital signed a conditional loan commitment with the private, venture-backed company for domestic quantum computing manufacturing.
DoW capital is going to quantum manufacturing capacity, not just research, which is an early signal for where quantum budgets head next.Source: DoW
$150MStoke Space. The Office of Strategic Capital signed a conditional loan commitment with the private, venture-backed company on Oct. 26.
Launch capacity is a national security constraint, and Stoke Space already raised an $860M Series D; government debt here complements rather than replaces private capital.Source: DoW releases

Sustained in partFluor Federal Solutions v. U.S. Air Force. Decision B-424203.2 on Eglin Operations and Maintenance Services II ($1.87B, awarded to Strategic Test Solutions). The Air Force inadvertently sent Reliance Test & Technology a slide showing competitors’ relative pricing, then tried to cure it by sharing the information with all offerors. GAO sustained protests from Fluor and Reliance on the procurement integrity issue but denied their challenges to the technical evaluation and best-value tradeoff.
Improper-access claims usually fail because the protester has to prove something improper happened; here the agency supplied the proof itself. The denied grounds tell the more familiar story: disagreeing with how evaluators scored you or weighed the tradeoff rarely works. Will this debacle actually change the award? The cynic in FedSavvy says not likely.Sources: GAO decision, Washington Technology
SustainedTurning Point Global Solutions v. DHS. Cellular Wireless Managed Services 3.0 (about $3.07B, awarded to incumbent WidePoint). The redacted decision released this month shows GAO found a carrier commitment letter that did not follow solicitation instructions should have made WidePoint ineligible for phase two. GAO denied the separate OCI claim tied to former company employees working at the agency, and recommended re-evaluation and a new award decision.
Gate requirements in phased evaluations are pass/fail, and an agency cannot recast a stated disqualifier as a minor defect after the fact. The OCI ground failed as it usually does, since GAO gives agencies wide latitude and the burden sits with the protester.Sources: Washington Technology, Washington Technology (initial ruling)
DeniedTetra Tech v. EPA. Protest of the recompete of an incumbent technical services contract. Tetra Tech argued a technician the agency had already approved under the incumbent contract should qualify under the new competition. GAO held that prior approval does not carry over to a new solicitation’s evaluation criteria.
Incumbents cannot assume continuity of personnel approvals; key personnel have to be justified against the new criteria on the page. It is the same lesson as claiming strengths you think you are owed: if the proposal does not show it, it does not count.Source: Washington Technology

$80B+ ceilingNextGen IACMAC, DoW. Office of the Assistant Secretary of War for Critical Technologies, 774th Enterprise Sourcing Squadron. Scope is a broad R&D services ecosystem spanning discovery through transition, with priorities in AI, quantum, directed energy and hypersonics. Industry day is Oct. 30 at the Mark Center; the current $48B IAC-MAC ($16.9B obligated) sunsets April 2028, so a final RFP is roughly a 2027 event (estimate).

$34.06B ceilingCommercial LEO Destinations, NASA. $100M guaranteed minimum. Multiple-award, firm-fixed-price IDIQ for design, certification and operation of commercial stations after ISS retirement. Final RFP released Oct. 9; proposals due Dec. 8; awards expected spring 2027.
Continuous U.S. presence in low Earth orbit is a national security and space-competition priority, and NASA furnishing transportation for the first four service missions lowers the barrier for bidders without a launch deal in hand.Sources: GovConWire, SpaceQ
~$626M ceilingNetwork, Cloud and Cyber Services 2.0 (NCCS 2.0), DHS. Single-award IDIQ. It consolidates network operations, cloud and cybersecurity services across the department into one vehicle, with agentic AI expected for low-level IT response. The final RFP planned for Oct. 1 slipped; a new date is pending on SAM.gov.
Part of a clear DHS consolidation theme alongside the $2.7B Carahsoft software BPA and the upheld FirstSource III cancellation. With Leidos, General Dynamics and Peraton holding legacy pieces, a single award raises the stakes for everyone.Sources: Washington Technology, Federal News Network

Comments closed Oct. 19 on the second batch of four Revolutionary FAR Overhaul proposed rules, covering 17 FAR parts, including a Part 15 rewrite framed around “negotiations” and a more permissive Part 16 on contract types. Eight of the 12 planned rules are now out, with no finish date announced.

Two Cost Accounting Standards Board final rules took effect Oct. 1, raising the basic CAS applicability threshold from $2.5M to $35M, doubling the full-coverage and Disclosure Statement threshold from $50M to $100M, and eliminating CAS 407.
Many mid-tier firms move out of full coverage, which loosens pricing and indirect-rate structure, but every new proposal now needs a fresh applicability check.Source: GovBrew
GSA’s large language model clause, 552.239-7001, took effect Oct. 19. It applies when LLM functionality is a material feature of a procurement and bars training on government data, requires 72-hour incident reporting and requires disclosure of foreign-government-directed model modifications.
Integrators reselling LLM features need to decide early whether their offering is a “material feature,” because that answer drives the compliance and flow-down burden.Sources: FedScoop, Government Contracts Legal Forum
