(U.S. Government contracting) A formal challenge by an interested offeror to the terms of a solicitation, the conduct of a procurement, or the award of a government contract. Bid protests may be filed with the contracting agency, the Government Accountability Office (GAO), or the U.S. Court of Federal Claims (COFC), each of which has its own jurisdiction, procedures, filing deadlines, and available remedies.
