(U.S. Government contracting) An independent administrative tribunal that hears and decides appeals from Contracting Officers’ Final Decisions arising under the Contract Disputes Act (CDA) on contracts with most civilian (non-Department of Defense) federal agencies. The CBCA is one of the two principal federal boards of contract appeals, alongside the Armed Services Board of Contract Appeals (ASBCA).
