The formal period during a procurement process when suppliers may submit questions about the procurement documents and the contracting authority provides responses to clarify requirements, specifications, or other aspects of the competition. To ensure transparency and equal treatment, clarification responses are normally shared with all participating suppliers where they are relevant to the procurement as a whole, without giving any supplier an unfair advantage. An effective clarification period helps resolve ambiguities, improves the quality and comparability of tender submissions, reduces the risk of misunderstandings, and supports a fair and competitive procurement process.
