Closed Framework

A Procurement Act 2023 framework that admits suppliers only at award and does not let new suppliers join during its life.

A framework established under the UK Procurement Act 2023 that admits suppliers only when the framework is initially awarded and does not allow new suppliers to join during its permitted lifetime. Once established, only the appointed framework suppliers may compete for or receive contracts awarded through the framework. Closed Frameworks are suitable where a stable supplier group is appropriate for the duration of the arrangement and provide contracting authorities with a structured mechanism for purchasing goods, services, or works. They offer procurement efficiency and contractual certainty but, unlike Open Frameworks, do not provide opportunities for new suppliers to join after establishment.
