Competition in Contracting Act (CICA)

A 1984 US law requiring full and open competition in federal procurement, setting exceptions and underpinning the GAO bid protest process.

A U.S. federal law enacted in 1984 that generally requires executive agencies to obtain full and open competition when procuring goods and services. CICA establishes the statutory framework for federal competition requirements, authorises specified exceptions where competition may be limited (such as justified sole-source awards), and provides the legal basis for the Government Accountability Office (GAO) bid protest process, including the automatic stay of contract award or performance in certain circumstances.
