Concept of Operations (CONOPS)

A high-level narrative describing how a proposed system or capability will be used to achieve its mission from the user's perspective.

A high-level narrative document that describes how a proposed system, capability, service, or organisation will be used to achieve its intended mission or operational objectives from the user’s perspective. Developed early in the acquisition or project lifecycle, a Concept of Operations (CONOPS) explains the operational environment, user roles, workflows, scenarios, and desired outcomes before detailed technical requirements or system designs are produced. It provides a shared understanding of operational needs, helps define requirements, informs solution development, and supports communication between users, stakeholders, and developers throughout the procurement and systems engineering process.
