A temporary association of two or more legally and financially independent organisations that collaborate to pursue a specific business objective, such as bidding for or delivering a contract. Members of a consortium combine their expertise, resources, capabilities, or capacity to meet customer requirements that may be difficult for a single organisation to fulfil alone. Depending on the arrangement and applicable procurement rules, consortium members may submit a joint bid and share responsibility for contract delivery while remaining separate legal entities. Consortia are commonly used in large, complex, or multidisciplinary procurements where complementary skills and experience improve competitiveness and delivery capability.
