A proposal planning document developed before writing begins that defines the structure, objectives, and planned content for each section of a proposal. A Content Plan typically identifies customer requirements, compliance obligations, key messages, win themes, discriminators, content owners, page allocations, graphics, evidence to be included, and review responsibilities. Often referred to as a Storyboard, it serves as the blueprint for proposal development, ensuring that contributors understand what needs to be written before drafting starts. The Content Plan is reviewed and refined before writing to improve compliance, consistency, and the overall quality of the proposal.
