A Continuity of Operations Plan (COOP) identifies critical services, personnel, facilities, systems, communications, and recovery procedures needed to maintain operations during incidents such as natural disasters, cyberattacks, pandemics, utility failures, or the loss of a key facility. In government contracting and critical infrastructure sectors, COOPs help agencies and contractors maintain operational resilience, meet contractual obligations, and minimise disruption to essential public services and mission-critical activities.
