Contracting Officer’s Representative (COR)

A government official designated in writing by the Contracting Officer (CO) to perform specific technical and administrative oversight duties for a contract. The Contracting Officer’s Representative (COR) monitors contractor performance, inspects and accepts deliverables when authorized, reviews invoices, documents contract performance, and serves as the government’s primary technical point of contact. A COR acts only within the authority delegated by the Contracting Officer and may not modify the contract, direct work outside the contract scope, or authorize changes to price, schedule, terms, or conditions. Some agencies historically used the abbreviation KO for Contracting Officer, but CO is the standard term used in the Federal Acquisition Regulation (FAR).
