A legacy title for the government official designated in writing by the Contracting Officer (CO) to provide technical oversight of contract performance. Today, this role is more commonly known as the Contracting Officer’s Representative (COR) under the Federal Acquisition Regulation (FAR) and most federal agency policies. A COTR monitors contractor performance, reviews technical deliverables, documents performance issues, and serves as the primary technical liaison between the government and the contractor. Like a COR, a COTR acts only within delegated authority and may not modify the contract, direct work outside the contract scope, or authorize changes to price, schedule, terms, or conditions.
