The U.S. federal government’s web-based system for documenting and managing contractor performance evaluations. Contracting officials use the Contractor Performance Assessment Reporting System (CPARS) to prepare standardized assessments of a contractor’s performance on individual contracts, including factors such as quality, schedule, cost control, management, regulatory compliance, and small business subcontracting performance, where applicable. After the contractor has an opportunity to review and comment, completed evaluations become part of the contractor’s official past performance record and are used by source selection officials to assess performance risk during future contract award decisions.
