(U.S. Government contracting) A formal written decision by a contracting officer or other authorised official setting out the facts (findings) and conclusions (determination) that justify a particular contracting action, where required by statute or the Federal Acquisition Regulation (FAR). A D&F is used for a variety of acquisition decisions and is distinct from, although related to, a Justification and Approval (J&A) for other than full and open competition.
