Pre-procurement engagement with suppliers to understand the market, solutions, risks, and costs and shape the procurement strategy.

The process of engaging with suppliers before formally commencing a procurement to improve the contracting authority’s understanding of the market, available solutions, delivery approaches, risks, and likely costs. Early Market Engagement helps inform the procurement strategy, specification, and commercial approach while maintaining transparency and equal treatment of suppliers. Under the Procurement Act 2023, this activity is referred to as Preliminary Market Engagement (PME).
