Expression of Interest (EOI)

A pre-qualification stage where suppliers submit a non-binding response indicating their interest and capability for an opportunity.

A pre-procurement or pre-qualification stage used to identify suppliers interested in a contract opportunity. A buyer may issue an Expression of Interest (EOI) inviting suppliers to respond to high-level requirements, and suppliers submit a non-binding expression of interest to indicate their capability and willingness to participate in any subsequent procurement. Depending on the procurement, failure to respond may exclude a supplier from later stages.
