The government-wide regulation that establishes policies and procedures for official travel, relocation, and related expenses for U.S. federal civilian employees and others authorized to travel at government expense. Issued and maintained by the General Services Administration (GSA), the Federal Travel Regulation (FTR) provides rules for travel authorizations, transportation, lodging, meals and incidental expenses (per diem), reimbursement, relocation allowances, and travel management. Federal agencies use the FTR as the baseline for their travel policies, supplementing it with agency-specific guidance where permitted. The FTR is codified in 41 CFR Chapters 300–304.
