A pre-arranged agreement between one or more buyers and one or more suppliers that establishes the terms and conditions, such as pricing, scope, and contractual provisions, under which future contracts (call-off contracts) may be awarded during a defined period. A framework agreement does not normally guarantee any minimum volume of work or purchases unless expressly stated. In UK public procurement, call-off contracts may be awarded by direct award or further competition, depending on the framework’s rules. Note: Under the UK Procurement Act 2023, framework agreements may be established as closed or open frameworks.
