Justification and Approval (J&A)

A formal written justification supporting the use of other than full and open competition, approved before award under CICA and the FAR.

(U.S. Government contracting) A formal written justification prepared to support the use of other than full and open competition when awarding a federal contract. A J&A identifies the applicable statutory authority permitting the exception, explains why competition is not practicable, and must be approved at the appropriate level before contract award, in accordance with the Competition in Contracting Act (CICA) and the Federal Acquisition Regulation (FAR).
