A procurement process in which only suppliers already appointed to a framework agreement are invited to compete for a specific contract or call-off. Mini-competitions are used when the framework requires competition between appointed suppliers rather than allowing a direct award. Contracting authorities issue detailed requirements, and suppliers submit bids that are evaluated against published award criteria. Under the UK Procurement Act 2023 and current procurement guidance, the formal term Further Competition is generally preferred, although mini-competition remains widely used in practice.
