Past Performance evaluations consider the quality, timeliness, cost control, business relations, management effectiveness, and overall customer satisfaction demonstrated on similar work. Federal agencies typically rely on information from the Contractor Performance Assessment Reporting System (CPARS), questionnaires, customer references, and other credible sources to determine whether an offeror has consistently delivered successful contract outcomes. Past performance is evaluated separately from technical capability but is often a significant discriminator in best-value source selections.
