A Performance Work Statement (PWS) defines the required outcomes, performance objectives, measurable performance standards, deliverables, and acceptable quality levels, allowing contractors flexibility to determine the most effective methods for meeting the government’s needs. PWS-based contracts are commonly supported by a Quality Assurance Surveillance Plan (QASP), which establishes how the government will monitor, measure, and evaluate contractor performance against the defined performance standards.
