Performance Work Statement (PWS)

A performance-based statement of work defining required outcomes and standards rather than prescribing how the work must be done.

A performance-based statement of work that describes contract requirements in terms of the results to be achieved rather than prescribing how the work must be performed. A Performance Work Statement (PWS) defines the required outcomes, performance objectives, measurable performance standards, deliverables, and acceptable quality levels, allowing contractors flexibility to determine the most effective methods for meeting the government’s needs. PWS-based contracts are commonly supported by a Quality Assurance Surveillance Plan (QASP), which establishes how the government will monitor, measure, and evaluate contractor performance against the defined performance standards.
