Procuring Contracting Officer (PCO)

A contracting officer with legal authority to solicit, award, administer, and modify or terminate a contract on the government's behalf.

A government contracting officer with the legal authority to solicit, award, administer, and, when necessary, modify or terminate a contract on behalf of the government. The Procuring Contracting Officer (PCO) leads the acquisition process from receipt of the procurement package through solicitation, proposal evaluation, contract award, and overall contractual administration. The PCO is responsible for ensuring compliance with procurement laws and regulations, protecting the government’s interests, and serving as the official with authority to make contractual commitments or changes. Technical oversight and day-to-day performance monitoring are typically delegated to the Contracting Officer’s Representative (COR) or managed by the Program Office.
