(U.S. Government contracting) The contracting officer’s affirmative determination that a prospective awardee is responsible—that is, has the financial resources, technical capability, integrity, performance record, and other qualifications necessary to perform the contract successfully. A responsibility determination is made before contract award and is distinct from responsiveness, which concerns whether a bid or proposal complies with the requirements of the solicitation.
