A federal research and development (R&D) program that provides competitive funding to small businesses to develop and commercialize innovative technologies with strong market potential. Established by Congress, the Small Business Innovation Research (SBIR) program requires federal agencies with significant extramural R&D budgets to reserve a portion of those funds for awards to qualifying small businesses. SBIR projects are typically funded in three phases: Phase I evaluates technical feasibility, Phase II supports research and prototype development, and Phase III focuses on commercialization using non-SBIR funding from government or private-sector sources.
