A Technical Interchange Review (TIR) is an informal or working-level technical meeting between government and contractor personnel conducted to exchange information, discuss technical progress, and resolve design or engineering issues throughout a project’s lifecycle. Unlike formal milestone reviews, a TIR does not serve as a contractual decision point or approval gate. Instead, it provides a collaborative forum for clarifying requirements, reviewing technical approaches, addressing risks, resolving interface issues, and identifying potential problems before they affect cost, schedule, or performance. TIRs help maintain technical alignment and support successful execution between formal systems engineering reviews.
