The Past Performance Volume demonstrates the offeror’s proven ability to deliver similar work successfully. It typically includes
references for relevant and recent contracts, scope alignment, performance outcomes, and customer contact information. Agencies
may also use independent sources such as CPARS to assess quality, timeliness, cost control, and business relations. Strong past
performance narratives highlight measurable results (e.g., SLA attainment, defect reduction, on-time delivery) and lessons learned
applied to the proposed effort. Offerors should verify that subcontractor and teaming partner references comply with solicitation
rules and that permission to use the references is documented. Consistency between technical claims and past performance evidence
strengthens credibility. Where gaps exist, risk mitigation and transition plans can help offset concerns.
